Requests to process court order #27642-27652 to add-on the assessed valuation of newly purchased personal property.
Met with Sheriff, James McCrary; Weekly Inmate Housing – 53
Cytocheck Laboratory contract was signed and approved.
Met with DJ Ford, Road and Bridge Supervisor
Discussed where graders were in county and any storm damage to roads.
Charles Cummings, Dogwood Special Road District Commissioner stopped in to discuss assessments and county roads.
Met with Kevin Morgan, Bear Creek Special Road District Commissioner, concerning CR2075 to discuss whether road maintenance is responsibility of the district or not. Tabled for further discussion.

Met with Kevin Morgan, Bear Creek Special Road District Commissioner concerning CR2075, and CR1640 located in the district to discuss whether road maintenance needs done on each one.

Weekly Inmate Housing – 52
Discussed purchasing patrol cars again. Commission request closing out all old units we have before officially requesting more. The state contract will renew July 1st with anticipated higher costs. Sheriff agrees to purchase a couple of the Chargers and the remainder in Explorers. He will get back to the commission with a more accurate total.
Met with Peggy Kenney, Cedar County Treasurer to discuss transferring some of funds.
Resident called concerning CR1851, culvert plugged up in the last big storm.
Met with Lisa Nelson, Collector, to review a letter concerning a past due tax bill that had two gentlemen interested in the same property, the highest bidder was selected to conclude the purchase. Lowest bidder stopped in to report his opposition to the selection process.
Resident stopped in to let the commission know he appreciates the new bridge at Bear Creek.
Met with Mikayla Neil, University of Missouri
Reviewed the April monthly report of activities and discussed upcoming events.

Met with Noah Gates from MAC Trucks
Pricing hasn’t come out for next year’s trucks. They do not have any trucks available for us to purchase. Their leasing program had been planned for us to trade in the current truck this year for a new truck. That will not be possible at this time due to delays in shipping and manufacturing. We can buyout the truck any time. We will be extended another year with the same guidelines at the same price.
Resident Lisa Ross delivered her resume for her interest in a position opening on the Cedar County Library Board. The commission viewed this and recommended she attend the next Cedar County Library Board to express her interest to them.
Called Tori Barker with Cedar County Health Department to discuss processes in distributing information to office holders and other staff in order to streamline paperwork.
Commission viewed the closeout report from Lathrop GPM concerning the Cedar County, Missouri, Public Facilities Authority Leasehold Revenue Refunding Certificates, Series 2022.
Commission approved request from the Cedar County Senior Service Fund Board in the amount of $1,250.00 dated April 25, 2022.
Commission viewed the Administrative Order issued for the appointment of the Interim Circuit Clerk to be Sarah Turner, effective May 1, 2022.
Commission viewed MAC weekly Legislative Reports for past two weeks as the previous week was delayed due to illness.

Weekly Inmate Housing – 50
Sheriff presented Commission with latest information on patrol units. Chargers are no longer available. Commission approved purchasing 7 explorers if they are still available, in order to save money with the current state contract that is expected to increase as of July 1st. Commission also noted that a resident was in to inquire about getting a grant from MODOT to provide taxi service to Stockton; this was discussed for questions concerning dispatching services. El Dorado Springs has a taxi service and it is routed through El Dorado Springs PD. Sheriff will reach out to them for inquiry.
Cheryl Thornton presented an ARPA application for Family Restoration Center in Missouri Inc.
Tori Barker, Cedar County Health Department and Edith Todd, SW District Environmental Public Health Director
Tori Barker presented information about a change with the Show Me Healthy Women Grant. The Nurse Practitioner contracted with Cedar County Memorial Hospital is no longer available, and her replacement does not have the same qualifications needed for the grant. For a time we will contract with the Polk County Health Department in order to continue services. CCHD will be reinstating this service as soon as possible.
Edith Todd noted that latest septic and sewer book is from 2006. Commercial property has to be a permitted system, regardless of the 3 acre exemption, that is only for residential. Discussed different types and sizes of pipe effect the proper function of a lateral system, recommends sticking to state standards due to the formula calculation based off of a 4” pipe in a standard lateral system.
Tori takes several calls a day for septic and sewer related questions. Edith agrees that we could support a 2 to 4 day a week environmental specialist. We currently have a 6 day per month agreement with Polk County Health Department. Tori feels this is insufficient time for the current specialist to complete all duties. When we had our own we used one 3 days per week to keep up with everything. Edith recommends in down times, scanning of all the old environmental records. This would allow faster research later when seeking past permits, or other prep work could be done. Tori will check with PCHD. Todd notes Missouri Southern is now offering a 12 credit hour program over a 2 year period for environmental specialists. Cost would be up to the county if they wanted to work on selecting someone locally. Mill taxes are usually used to supplement the environmental specialist.
Edith received an email concerning the Airport Village. Todd reiterates that without planning and zoning, or nuisance ordinance, this is out of the health department’s jurisdiction.
Recommends making a few changes to the county ordinance, but has not yet had a chance to review them. Edith will also be happy to assist if we would like to proceed with hiring a new environmental specialist.

Received a report of bus getting stuck in the middle of CR2281 while attempting to cross the low water bridge.

Resident stopped in to request maintenance on CR675 & Wagoner road.

Discussed where graders were in county. Stump Ford backed up so much that the water has eroded, rip rap and all around the abutment wall, both approaches were severely in need of repair. The bridge needs additional repair, but is passable at this time with the work that has been completed today. CR2281 has been cleaned up since the time the bus was stuck this morning. Working on repairing Hopewell Bridge this afternoon.
Commission approved BRO-B020(18) Progress Invoice #24.
Commission scheduled to attend a meeting at 1:30 p.m. for May 24th in Henry County with MODOT and other counties to discuss how BRO funds will be handled in future.
Commission viewed the appellant courts approval to dismiss the dispute over the Sheriff’s salary. The county will back pay the sheriff to January 1, 2022.
